The Fedcap Group Strengthens Technology Leadership with Acquisition of Civic Hall

— Combination to Provide Technology Training to Unemployed and Underemployed New Yorkers–

New York, NY, April 2021 — The Fedcap Group, a leading nonprofit that creates opportunities for individuals facing barriers to economic well-being, announced today that it has agreed to acquire Civic Hall through a combination.

Civic Hall is a company focused on learning and collaboration to advance technology and problem-solving for the public good. Its mission is to also help those in under-represented and under-served communities get trained and find well-paying technology jobs.

“Through this acquisition, The Fedcap Group will establish a technology training platform for high-tech jobs, specifically to help New Yorkers struggling with barriers to employment as well as those newly unemployed during the pandemic,” said The Fedcap Group’s President and CEO, Christine McMahon. The initiative will also address the re-skilling and up-skilling of workers whose jobs will be lost to automation. “With 355,000 jobs in the NYC tech ecosystem, half of which require high-tech skills, we’ll supply the workforce to meet the demand of our transforming economy and job landscape,” noted Ms. McMahon.

The Fedcap Group will leverage Civic Hall’s access to a community of cutting-edge technologists with expertise and relationships with technology companies, to expand the education and training offered by its Apex Technical School, which Fedcap acquired in 2020. Apex has a strong track record of successful technical training and job placement in highly skilled positions within construction, plumbing, automotive and other trades. With the goal of preparing New Yorkers for jobs in high tech, Apex will expand its offerings to include robotics, building automation, network support, web design and more.

“Together with The Fedcap Group, we’ll create an easily accessible entry point for digital skills training for underserved New Yorkers and a steady pipeline of tech talent to help the industry become more diverse, equitable, and inclusive” said Andrew Rasiej, Founder and CEO of Civic Hall. “Upon completion we plan to expand our model nationwide and leverage The Fedcap Group’s U.S. footprint–which includes operations in 22 states.”

Ms. McMahon continued, “With high-tech jobs a key growth driver for the NYC economy, we believe this is an opportune time to move ahead with an aggressive program to prepare those who are unemployed and underemployed for positions that offer a reliable pathway to the middle class. We look forward to working with our colleagues at Civic Hall on a holistic plan to fuel the local tech sector’s growth while supporting New Yorkers who have not had access to these jobs.”

The integrated plan also involves Single Stop. Acquired by The Fedcap Group in 2017, Single Stop combines advanced technology with localized services and can ensure our trainees are connected with essential services and benefits.

Single Stop Receives Award for Tax Innovation

Single Stop was recently presented with a national award for its innovative work in helping low-income individuals prepare and file their tax returns in the face of the health, economic and social challenges gripping the nation. 

Tax Time Allies, a group of organizations providing tax preparation services to low income people, and The Intuit Financial Freedom Foundation, which supports programs that promote financial literacy and independence, recently created the Tax Time Allies ACE Award for agencies that go above and beyond in helping these individuals prepare their tax returns.

“Your friends and fans with Tax Time Allies/Intuit Financial Freedom Foundation want to thank you and recognize what you have done to (once again) role model excellence and innovation,” Susan Mason, Director, Intuit Financial Freedom Foundation said in a letter announcing the award. “We are in awe of – but not at all surprised by –what Single Stop has done to reimagine the VITA experience.”    

Single Stop participates in the Internal Revenue Service’s VITA (volunteer income tax assistance program), which offers free tax return preparation to individuals below the $56,000 income threshold, persons with disabilities and limited English-speaking taxpayers who need assistance in preparing their own tax returns.

Sarah Crawford, National Director, Partnerships and Programs for Single Stop, said that as part of Single Stop’s response to the COVID-19 crisis, it developed a Home Virtual End-to-End contactless VITA preparation program. The company engaged a HIPAA-compliant video conference service for identity verification, an electronic drop box for document upload that can be done from a phone, and electronic e-sign software to lets taxpayers authorize e-files.  Each step was approved by the IRS and was implemented within two weeks.

9. SINGLE STOP USA

For making government benefits less daunting. Single Stop USA is simplifying the qualification process for government benefits, like food stamps and student financial aid, with a new online platform that allows anyone to conduct a self-screening to see what’s available to them. “It’s sort of incredible that you can search online for sushi or Italian food, but not a domestic-violence shelter,” CEO Elisabeth Mason says. The nonprofit, which launched nationally in 2007, has reached 1 million households and secured $3 billion worth of services and benefits for clients since its launch, but up until now the model has relied on clients going to in-person meetings with staffers. The online platform, which rolls out at the end of 2015, will make access to information easier than ever—what Mason calls the “the Amazon.com for social services” and government benefits. Once they’ve gone through the screening process, clients are given an estimate of how much aid they’re eligible to receive, and they can contact recommended benefit providers directly through the platform. Single Stop’s in-person locations will also remain available.

Leveraging Research to Drive Systems Change

There is a great quote by Albert Szent- Gyorgyi that resonates with me: “Research is to see what everyone else has seen and to use the information to think what nobody else has thought”.

Over the course of the past several decades, evidence has become more fully embedded in human services. Evidence based practice is a process that involves creating an answerable question based on a client need, locating the best available evidence to answer the question, applying the evidence, and evaluating the effectiveness and efficiency of the solution. The current human service marketplace demands performance. It requires that we work hard to design, and refine our interventions, applying rigorous research to ensure that our limited resources are utilized optimally to change lives.

Single Stop is a company of The Fedcap Group (www.singlestop.org). Single Stop offers a one-stop off-ramp out of poverty by supporting individuals and families in meeting their basic needs, including food, housing and health care. Its national network of partner organizations allows Single Stop to meet clients at their point of need in the places they frequent the most such as food pantries, libraries, veterans’ centers, community colleges and universities. Over the past several years Single Stop has been focused on addressing food insecurity on college campuses. According to the 2018 study by Temple University and Wisconsin Hope Lab, the survey of 43,000 college students at 66 schools found that 36 percent of students on U.S. college campuses are considered “food insecure,” meaning they do not get enough to eat. Similar studies echo these statistics. The study found that hunger is a particularly prevalent issue on community college campuses and that 42 percent of community college students were food insecure. One of the biggest issues for students is affording healthy food, with 46 percent of community college students reporting an inability to pay for balanced meals. Unsurprisingly, when students are forced to worry about when their next meal will be or where they will sleep at night, their academic performances suffer. One study from researchers at the University of Florida found that food insecure students were more likely to have GPAs below a B average.

Recently Single Stop was invited to present at The Society for Social Work and Research’s 24th Annual Conference: Reducing Racial and Economic Inequality in Washington D.C., which included thousands of researchers, scholars and practitioners from around the world. The presentation was given as part of a panel discussion on Inequality, Poverty and Social Welfare Policy and included key findings of the Single Stop Impact and Implementation Report released by Metis Associates in 2018. The report detailed the impact Single Stop is having on college campuses including:

• First-Time-In-College (FTIC) students who utilized Single Stop services were 9.6 percentage points more likely to stay enrolled or have graduated by the end of Spring 2017 than their peers who did not utilize Single Stop.

• Non-FTIC students who used Single Stop services had persistence rates that were 8.2 percentage points higher than their peers.

• FTIC students who used Single Stop services had degree-bearing credit pass rates that were 5.6 percentage points higher from Fall 2014 to Fall 2017.

• Non-FTIC students who used Single Stop services had degree-bearing credit pass rates that were 6.2 percentage points higher than their peers.

• GPAs for both groups were also higher than their peers who did not utilize Single Stop.

• The graduation rates for students who utilized Single Stop were also higher. Graduation rates for FTIC students who utilized Single Stop services were 6 percentage points higher by the end of Fall 2017. For the non-FTIC students, graduation rates were 6.5 percentage points higher than their peers by the end of Fall 2017.

The Fedcap Group values this important research and is committed to replicating the promising practices of Single Stop to impact college graduation rates across the country. Now that we have a growing body of research about what works to change college persistence and graduation rates, we believe we have an obligation to disseminate this knowledge with the intent of integrating Single Stop type services on every college campus in the country—building a national mandate that Single Stop type services are embedded in the college environment.

Convenings such as those held by the Society for Social Work and Research emphasize our collective responsibility to work together to shape our service delivery systems and influence decision-making in policy and practice through research and information dissemination.
